ABOUT THIS STRATEGIC PLAN
The Roseburg Schools Strategic Plan provides a shared framework for every decision we make. Our strategic plan begins with what we value, identifies what we must build as an organization, and defines what every student should experience as a result. Together, these elements align our priorities, investments and daily work around a common vision for the future.
A strategic plan is a roadmap that guides an organization's priorities and decision-making over time. Rather than prescribing every action the district will take, it establishes a clear direction while providing flexibility to respond to new opportunities and challenges.
Developed through extensive engagement with students, staff, families and community members, this plan reflects the values, priorities and experiences our community identified as most important. Annual goals, budgets and improvement plans will align with this framework, helping us evaluate progress, adapt to changing needs and remain focused on our shared vision.

Expand Opportunities
Through a community engagement process, students, staff and community members described the kind of school community they value and the qualities students need to be ready for life after graduation. Participants consistently emphasized schools that are safe, inclusive and kind, and graduates who are confident, resilient, creative, caring and prepared for the future.
From that feedback, three themes emerged: Character, Belonging & Connection, and Growth & Opportunity. Those themes were translated into three action-oriented guiding principles: Inspire Growth, Build Community, Expand Opportunities.
These guiding principles now serve as the district's compass for decision-making, organizational culture and continuous improvement. They shape every element of the 2026–2031 Strategic Plan.

They reflect what we believe every high-performing school district must continuously build and strengthen to create the best possible outcomes for students. Every decision we make should improve outcomes for students. The Student Experience defines the knowledge, skills and opportunities we want every student to gain throughout their educational journey, from their first day of kindergarten through graduation.
Organized around four interconnected stages — Discover, Grow, Connect and Launch — this framework describes the experiences that prepare students for lifelong success. Together, these experiences ensure every student develops a strong academic foundation, builds meaningful relationships, thinks critically, explores their interests and graduates with the confidence, skills and plans needed for their most successful future.
