Open Enrollment
Open Enrollment is August 15th through September 15th. Open Enrollment is MANDATORY this year for all employees who are eligible for insurance- even if you choose to continue waiving or opting out of insurance. Despite some increases to plan costs, the full employer contribution to employee benefits increased from $1625 for employees working 6.5 hours or more to $1700. The opt-out for eligible full-time employees has also increased from $650 to $680. See your CBA for the prorated CAP and Stipend schedule for employees working less than 6.5 hours per day.
Save the Date! Our FY 26/27 Benefit Fair will be on Friday, August 28th, 2026, from 9:30 AM – 2:30 PM. Details will be communicated closer to this date. Participation is optional. Employees will have an opportunity to meet and discuss:
- Retirement (Voya/American Fidelity)
- Benefits Open Enrollment & Garner HRA (Human Resources)
- Optional Plans: Cancer, Accident, Critical Care, & Life Insurance (American Fidelity)
- Pre-tax Accounts: Flexible Spending / Health Savings
- Insurance (Moda & Delta Dental Representatives)
- Note: If you are currently waiving health insurance, you may be eligible to enroll in a dental and vision plan at no cost!
- Health Screening & Vaccine Services
- Blood Bus: Employees will receive communication regarding sign-up opportunities. (Slots will be limited!)
- Vaccines: Hometown Drugs will be on site to pre-register employees who want to participate in the vaccine clinic scheduled for Wednesday, September 16th, in the PDC building.
- Bring a copy of your health insurance card if you are not currently an established customer.
Below is a summary of the changes to insurance plans in the upcoming 26-27 plan year.
- Medical: MODA Plans 1, 2, 3, 4, 5, 6, and 7
- Individual deductibles have increased by $250, and family deductibles have increased by $500.
- Plan cost increased 3.5% from the previous year.
- Ways to save on price increases:
- All Moda participants should go to the Garner HRA Website for out-of-pocket reimbursement for health care costs.
- This is a partnership OEBB established with Garner to save individuals up to $900 and families up to $1600 per plan year.
- There are no costs associated with participating in automatic claim reimbursements for eligible expenses.
- Employees can also elect to enroll in one or more of the following HSA, FSA, and Dependent Care plans:
- Enrollment in a pre-tax spending account may increase your take-home pay by allowing you to set aside pre-tax dollars for eligible medical, vision, dental, prescription, and dependent costs. (See video for FSA example.)

- Contact Julian Evans with American Fidelity if you wish to enroll in an HSA, FSA, or DCA by August 31st
- Vision: MODA Plans Pearl, Opal, Quartz and VSP Choice and Choice Plus
- No cost increases applied to Vision plans.
- Dental: Moda Delta Dental Plans 1, 5, 6, PPO, and Willamette Dental

- Plan costs increased 2.9% and
- Plan participants are no longer required to wait a minimum of 6 months between routine dental visits.
- Willamette Dental
- Plan costs increased 3.4%
- Providers remain limited in our area; the closest locations are Springfield, Eugene, and Medford.

- Optional Benefit Plan Changes
- Rates for employee-paid disability coverage and optional spouse life insurance will decrease.
- Rates for other life, disability, and accidental death and dismemberment (AD&D) insurance plans will stay the same.
What Is Open Enrollment?
- This is your opportunity to enroll, waive, and/or opt out of Medical, Vision, and/or Dental insurance
- The choices you make at this time will run from October 1st to September 30th.
- This is REQUIRED for all employees working 4.25 or more hours per day
What if I am a benefit-eligible employee and choose not to complete Open Enrollment?
If you do not complete Open Enrollment by September 15th, you and your dependents will automatically be unenrolled in any current insurance plan(s) by OEBB. For employees currently receiving an Opt-Out stipend, your stipend would end with their September paycheck.
